Where on the rail can I tap into? I see the test port on the drivers side, is that a AN style fitting?

I met a guy at the gas station this morning, has a 92 blk/blk with 118k. It's been hit on the left front corner, needs a left front fender, clading, grill, etc. He only wants 6k for it cause " those parts are hard to find and expensive" I've got his cell# if anyone is interested.
