Re seat your chip in the computer. What is your timing with black/tan wire disconnected? It should be 0 degrees. Are you getting any codes? What chip is in there, is it factory?

The chip is set correctly and i have a couple different ones including stock and a older kenn bell stk injecter chip. Base timing is zero, and with the wire conneted there are no codes.
Have access to a scan tool? Or DataMaster, etc.?
Is the Park/neutral switch input 'correct'? Ie, is the ECM getting the signal that it is in P or N?
What are the IAC counts? If "zero", the ECM is trying to overcome a vacuum leak, mis-adjusted throttle idle-stop, or could be related to P/N switch above.
My guess is you don't have a scan tool. So try this:
With the engine not running, back out the idle adjustment screw while watching the linkage. Turn it out until the screw is 'just' no longer touching the linkage. Turn it back in 1/4 turn. See how it does.
I dont have a scan tool to check any of the counts, what do u mean park/neutral switch input correct? I have a plug still on the tb for that idle screw should i remove it an adjust the screw if it hasnt been messed with yet?
