Do alluminum valve covers, trans/engine oil coolers/oil pans etc help?

I'd like one that is VG+ and someone else has already upgraded to the hilt w documentaion Street legal, stock appearance Advice apreciated - the value on hi-milage cars has fallen to $9-10k...should I stick to the low mileage cars?
