...0- BLM cell is that normal??

I have a snap on scanner...ran system and found BLM cell at 0 no movement....Block learn around 118-134...Thanks fo your time...

There are only 2 block learn cells....open throttle and closed throttle. Perhaps they are indicated by 0 and 1 on the scantool.
