10 lbs boost revisited

I too have the all to common 10 psi boost problem despite otherwise running well. I read every post here with the word wastegate and scoured my manuals for every mention of it. Yesterday I replaced the vacuum elbows and hose from the solenoid to and from the turbo and wastegate. I tested the wastegate sol. by energizing it and no air came through from the compressor side when pressurized. Removed it and replaced the oil soaked filter and cleaned it. for $17 my new one comes in tommorrow anyway. I haven't checked the arm for free movement yet because I noticed that I have 12v and ground at my connector with the key on, vehicle not running even after removing the A-B ALDL jumper. Today I'll check to see if the ground is from the ecm or a pinch in the wire 471 to the sol. like the manual suggests.
Anyone else ever have this problem? Are there any tips on WG sol./ECM trouble? Read that someone replaced the wire with good results.

The manual says the sol. connector shouold havy 12v and ground on it after pinning the ALDL to put it in diagnostic mode. I do. However, it also says that with the key on and no ALDL jumper there should be no power at the connector. I still get the same 12v and ground I did before.Does this mean that w/the key on my ECM is having the WG keep boost under 10-11lbs? I'm gonna adjust my WG rod, following other peoples suggestions, but is that just going around the problem? All the manual says is There should be no power at the sol. connector with the ignition on. Could this be my problem?

Not sure about the wires. Tooky Cat did some research into the solenoid wires cause he was having a similar problem, you might try emailing him.
