I have no voltage at all across the terminals of my ELC circuit at the fuse panel. The left side has power across another right side at a different terminal.. Would a dead leveling sensor or something else cause this?? If there was a short fuses would blow but that is not my case...

You shouldn't have voltage between the 2 terminals. You should have current across the terminals while the elc motor is running.

Using a test light, you should ground one end and touch the terminals with the probe. Both should light up if the fuse is good. A voltmeter could be used in the same manner.

I meant fuse. I'm not aware of a fusible link in the ELC circuit. I'm not sure I explained that very well.
