If your referring to stock flat black plastics, it's usually a combination of wax and road goo build up in the pours of the paint. Without a clearcoat on the plastics, they are very pourous and have a massive static attraction. They are not ABS plastic, so there is no gassing. It's the un-cleared paint that is the problem. My flat black Sucker Punch Sallys chopper did the same thing.
