Looks like it's just a fancy-packaged capacitor. It shouldn't hurt your vehicle at all if hooked up correctly, but the only way it would boost performance is if your electrical system is pretty screwed up. For the most part, it's probably just a gimmick -- another useless lump of "stuff" to put under your hood and pretend you're "kewl".
