vaccum maybe?

My truck screems a wistle from the throttle body. but if you just tweak the throttle a small amount it goes away. it only makes noise when the throttle body is closed. so could this be the throttle body gasket plenum gasket or intake manifold gasket??? neither??? or ????

Does it make this noise when the boot is off the throttle body. If so then that is your IAC motor, thats normal. You wont hear it with the boot on the throttle body connecting it to the upper IC.

doesnt matter its just quieter with the intake hooked up and i dont mean normal cause its still load just not as load as with it off. the noise sounds almost the exact same as the fuel pump when you first turn the key but a constant whine comin from the throttle body.

I've never heard anything like that on mine.

Try doing a bike tube test on it to see if it's really a vacuum / boost leak.
