Only getting 10 PSI

Ever since I thought I was overboosting (took cat out), I put in an aftermarket boost gauge, when i go WOT the needle gets to 10 PSI and stops. I've tried to adjust my wastegate rod, but its pretty much stuck and wont turn a bit (rusted i think)

I have bought a manual boost controller, would installing this allow me to raise my boost back up to 15 PSI? Also, witht he manual boost controller, do i keep the solenoid?

I have allready replaced the vacuum lines with Ian's silicone kit and had a recent igntition tune-up.

Double check the clamps on the turbo2ic hose, and the ic/throttlebody hose.

But my first guess was the boost soleniod, if it was unplugged, you'd only get 10 psi. If you can shorten the rod, do that... at least that will tell you are capable of more than 10 psi therefor eliminating the leak.

ditch the solenoid if you use the manual controller. Just unplug it. The stock setting of the wg rod i am pretty sure will give you around 7-10psi. Ten psi is fine for base boost. Toss on the controller and bring it upto 15psi.

i would say the suggestions above are correct, but if you say the wg rod is stuck, in what position is it? If the flapper valve is not sealing against the housing, you are going to vent all the boost regardless of what boost controller you have. Try to remove the wg rod from the pin and make sure the flapper moves freely.
