Stock Turbo Help

Hello everyone,
I recently purchased a '92 Ty that had been sitting up for some time and I've been trying work out all the bugs. While trouble shooting an over boosting problem I found the waste gate was froze up. I've removed the turbo and now I'm looking for some info on how to free up the puck. The turbo seems to be in good shape, no excisive end play. Any help would be appreciated!

mine was froze up , i got it frred up but when the turbo got hot it would stick ,then free up when it cooled off . i ended up removing the plug , removing the shaft . i emery papered the shaft and honed the shaft hole . put it back together and never had a problem again

So just grind the welds off and remove the plug then it will come apart?
