Why would someone doe this?

Took of the factory turbo off and noticed how the vac lines are set up. Is there some reason why they would be this way? How would it affect my boost?

That would most likely give you base boost. The line looping on the solenoid is pointless.

Nothing like a bunch of hacked up shit.

That is what I was thinking but wasn't sure. The base boost Is 8lbs if I remember correctly?

Opposite no? The solenoid opens to allow air pressure in to keep the wastegate closed. Solenoid off = base boost. The compressor is feeding the wastegate directly so you have the wastegate closed.

Hooking it up like that will give you max bost with no control. I might be wrong - it's one or the other.

I know that my gauge isn't correct but was working and was reading boost and vac. Never read over 10lbs, and I could feel the boost so I know that it was working

This looks like a NO boost set up. The nipple on the turbo housing is on the outlet /pressure side.

When this is pressurized it goes right to the waste gate which opens under pressure.

So no boost.

When the line goes straight from the compressor housing to the wastegate actuator, it will only give you the amount of boost(psi) the wastegate actuator is set for. Being a stock wastegate actuator, it will give you base boost like Jeff said. Now if it is an upgraded actuator, it will give you whatever it is set for.....whatever that may be.

2nd....Its tuner style. It will run whatever boost the wastegate is set for whether it be stock, modified or HD.
