13.6 at 5,000 feet is great, The best I ran Stock was 13.4 at KC00 and that was good for first.
With a dump your boost should come on quick, does it?
What is your best ET without the dump?
Are you locking your converter?
Do you have a diacom file of a good run?

Thanks Sy. I gain exactly 2 tenths and 2 mph with the downpipe cutout open. I thought it was pretty good for this altitude on the stock chip and 70,000 miles. I get my intercooler VERY cold, and I leave the tailgate, jack and spare tire at home. Cutout closed I can only get a 13.8@95, even with my 3"exhaust. I had thought 1.8 60' time was okay. Then I got worried when I saw those 1.6 and 1.7 times. Either way I won't being doing any upgrades beyond a chip. Maybe that will lower my 60' time, because it will be a looong time before I can afford a new stall converter.

Talk to Dig get a cusom chip he has my stocker running 12.5's on 17-18lbs and mild timing!

Do you lock your converter? That is worth .2-.3

Serious about performance
I think you may be on to something with the stall converter. I launched at 1-2 PSI on my stock truck (stock chip) and I got a 1.81 60' with BALDass 11 yr old tires, showing cords on one of them. I actually spun the left front wheel madly on 2 out of 4 passes but still got all 1.8x 60's except one was a 1.9.

The reason I launch at such low PSI is that with my tires, I could not hold any higher boost than that or they would spin too much on launch. This spring I am getting new tires and I will be able to do high boost launches (5+ PSI) for the first time and I will have to see how it goes. How good of 60's can the stock chip do on a Syclone, anyone know? I'm positive 1.7x is possible if I got a 1.81 already!
