Closed loop happens when the engine reaches operating temperature, and the computer determines the operating information desired for normal driving. If closed loop is not met on a stock computer, the computer will think the vehicle is cold and add more fuel and timing with results similar to having a partially closed choke on a carbureted vehicle. There is a little more to it than that, but as a brief introduction, that is close.
